Thailand can start to get expensive for tourists and foreigners when the thb dips below 32 thb to US $1.
This can have an adverse on foreigners who may be on a fixed budget and those deciding to travel to Thailand.
Once you move, there is really nothing you can do about the thb currency swings.
To be on the absolute safe side, perhaps when calculating your long term budget to live in Thailand you should use 30 thb to US $1 as a baseline for calculations.
If you have no financial issues calculating at 30thb, you should be just fine.
